[emacs-berlin] Extending general-close

Hi folks,


when it's about closing blocks like "if - then - else" the built-in 
parsing tools seem not providing something ready.

Consider to hard-copy the needed stuff for the moment:

The latter deals with nested blocks.

In order to do this, a parser is required:

beg-end.el addressed from thingatpt-utils-base.el

Once these stuff is in Melpa the copies here might be removed.
