[emacs-berlin] raise/decrease numbers in region

Hallo Volker,

see the "we" of my answer might have been misleading: meant the Emacs 
community as such, not Emacs Berlin.
`evil-numbers` works for me - cool stuff.Gladly there is no need for an own package here, so we can focus on 
other things.
