[emacs-berlin] raise/decrease numbers in region

Hi Andreas, Peter,
So I guess the question is whether to contribute to `evil-numbers`
or whether to add a new package `ar-add-to-number`.
In my experience, contributing to existing packages is almost always
better. Unless, of course, there are huge obstacles to overcome.
