IMO it's worth a bug-report, code would be cleaner fixing that.

AFAIU bug didn't show up, as python.el runs

   (set (make-local-variable 'beginning-of-defun-function)
        #'python-nav-beginning-of-defun)

so that C-M-a calls python-nav-beginning-of-defun
