[emacs-berlin] raise/decrease numbers in region

Hi Andreas,
I found the package `evil-numbers` [1] on MELPA which does already
provide similar functionality to the ar-add-to-number function. I think
we should not create another package that duplicates the number
increment/decrement feature.
