[emacs-berlin] Berlin Code of Conduct

The Ruby folks from Rug-B have been working on a code of conduct, which
they hope other groups will adopt as well. It's currently in draft,
feedback is welcome.

I suggest we adopt this. We can link from our site to the CoC and back.
