[pandora-dev] ubuntu packages

To make installation of Pan.do/ra easier, there will be Ubuntu packages
for related tools and eventually Pan.do/ra itself.

So far I packaged oxtools and oxframe, a set of small tool to extract
frames, timelines and other things from Ogg Theora and WebM videos.
