First I wonder why you want to do this (I didn't look at the blog post,
sorry - do I need to?).  If certain authors are not tagging their
software correctly I think someone should tell them.

If I would need to do what you want, I would just copy the stuff to a
directory and add that to my load-path.  One can additionally set up
stuff like autoloads manually, and good it is.  If you want you can even
create your own package from that stuff locally.

Your question about ELPA being able to handle package versions: this is
a vague question, what do you mean in particular?  That older package
versions would be offered?
