Don't know the precise development policy at Emacs. In case of a 
recently released product, fixing security bugs should be an option.

For all others the question arises, if it is worth the effort. Or better 
save man-power and fix just the upcoming.

At any case, when filing a bug report, it's most useful doing this 
against the version in active developing. Otherwise extra checks are 
needed, the issue might be fixed already.
