[emacs-berlin] Hello mailman, goodbye librelist

This is a silent test posting since this new list has no subscribers
yet, but if everything works well then we should move all over to here
from librelist, which unfortunately did not work as reliably as
expected, and it seems rather unmaintained by now (no replies to
personal inquiries, no recent postings to the meta list).

The new list address for now is emacs-berlin at lists.mailb.org - but I
asked the admin of the mailb.org server if it is possible to point our
own domain to it so that the address becomes
emacs-berlin at emacs-berlin.org. I'd like to wait with the announcement
until that is sorted out.
